Part of the problem is that it's never going to dry out if you keep pouring
water into it.
I doubt very much your window scraper is bad or letting water get to the lock.
You need to remove the door handle (easy 30 second job), take it inside and get
it good and warm, then clean the lock
So what you're saying is that water is TRAPPED inside the lock and cannot
escape even after 5 straight rain-free?
If the little door covering the key hole is missing, would that allow
moisture to penetrate?
If I swapped handles and the problem persisted what would that tell me?

lock would not open everything, the passenger door lock was

Yes, in a sense. Even a small amount of moisture in the right place in the lock
cylinder can freeze and prevent it from moving.

Yes but true. Use an alcohol based de-icer that displaces water, then use lock
ease.
Obviously the door flap should be dealt with or not. I never bothered, just
carry some lock de-icer with me or don't lock door overnight. You shouldn't
have theft issues where you are?!

The lock is NOT stuck and works perfectly above 32 degrees. I will check on
the keyhole flap issue and see if the PS door handle works below freezing. If
so, the easiest solution is to swap door handles.
