Absolutely. Will also cause hard starts, excessive smoke, and injector
knock.
Also, burnt valves eventually.

Valves with negative clearance (always open) getting scorched by flames
flowing past them when they should be shut.
You should read the valve adjustment .pdf from the factory service manua
Valves don't close, combustion gases leak, burning valves and seats,
possible cracking the head.
