Turpentine on a rag, outside. Wipe it down, scrub it, whatever, to get
the old nasty stuff off (if indeed it is oil and not varnish or
shellac). You can then put on more oil (tung oil or boiled linseed oil)
or a Watco danish oil which is more like a varnish that you wipe on.

I would start out light, with some 3M Ultrafine polish and a 3M foam pad to see
what comes out, if anything.
The problem you're going to have is to be aggressive enough to get those out
will affect the rest of the finish. That's if they aren't down to the primer
or bare metal.

That will not buff. That would need to be sanded and filled, then you might be
able to fake it with judicious application of touch up paint. Will not look
great, but better than right now. After you do the paint, you can buff.
