Sort of true of both Winnipeg and Ottawa but they are about 1200 miles
apart. Ottawa is near Montreal on the Quebec border. Winnipeg is north
of North Dakota. We are within a few miles of the longitudinal center of
Canada. I drive by the sign every time I go to the lake.

Based upon your description, it must have been Ottawa. They have the
Rideau Canal system that they use for ice skating. We have the Red and
Assiniboine Rivers but they would not be quite so obvious. One would
have to go looking for the trails on the rivers.
