Here in Riverside, CA the air quality is so low, that it's estimated to

I don't understand why, because OKC is also on the prairie and we have
plenty of wind. I can often see the smog sitting over the city as I
drive in in the morning. We get ozone alerts, don't mow your lawn news
bulletins, etc.
The farmers around here have pretty much quit burning the fields, and

The Federal Government is not trying to stop you. They are trying to manage
one nationwide emission standard and one mileage standard.
Why? Because allowing California to implement its own standard opens the
door for other states to do the same. And cars are mass produced like
anything else.

Seems it was all about grabbing money, not about safety. (why am I not
surprised)
When the N.C. Supreme court pointed out that all such traffic fines were to go
directly to schools, not to the coffers of crooked city governments, the cities
suddenly didn't want to pay for the red light
