OBDII has been required by law since 1996 in the USA. It is simply a

Stuff is used in OTR trucks now. Its available from quite a few
truck stops, flaps, etc.
If that urea smells like the urea we used to extract from urine in
the lab (with reflux condensers), the U.S. is going to become a
pungent nation. It had one of the strangest penetrating odors I've
