While not strictly necessary, I find that a POR-15 repair lasts longer if the rust is completely removed with multiple applications of naval jelly. Over a period of 1-2 days, the rust can be completely dissolved giving you a nice rust free, pickled surface which is optimal for POR-15 adhesion.

To me it is less than "snug."  I looked it up once and remembered the feel.  That is my "torque wrench" now.  start all bolts  and un un unil there are just a couple turns left.  Then run in the bolts until they just start to fell resistance. That is about all there is.   It is better done with

I don't have the spec but it seems loose.  I think it is about 10 ft lb.  Maybe 12.   No more than 15 for sure.  As a reference, 25 ft lb is as tight as you can go with one hand on a ratchet, wit your thumb wrapped around the head of the ratchet.    Do not tighten to 20 ft lb, as that WILL bend
