For something like that where you can tank it, using a battery charger and a bit of scrap iron to electrically convert the rust back to iron is cheap, easy, and highly effective! Plastic tank, water, a bit of electrolyte (any acid, or base, or salt) plus sacrificial anode and the battery charger

Yeah that does work like magic. Just be sure you get the positve and negative connected the right way, if you aren't sure about the chemistry or what "anode" means. Postive goes to the sacrificial iron, and negative goes to the part you want to de-rust. A good (old) web page about it:
