I agree if the site is to be maintained static HTML is the way to go.
Keeping a CMS like Drupal current and secure is such a pain in the ass
that it only worth the effort if you have more than a half dozen active

The original site was in Zope/Python, the next iteration was Vim and CVS,
and now Drupal/PHP.
I can whip something on GitHub to have people get involved.

hosting can be done for free, many of us have our own machines and MLUG
does not take that much space or
