You can use master debit card or visa debit card to purchase apps from
play store. Generaly banks LIKE SBI issue maestro debit card or rupay
debit card. These cards are not accepted in play store. So upgrade
your debit card to master or visa card. You can upgrade this card from
your bank. You have
all international banks cards will be accepted whether debit or credit such
as hdfc,icici and city banks.only indian banks cards are not accepted

Probably, it may not be excepting the debit card and not the credit card. I
don't think credit card from any PSU Banks should have any problem.
