Thanks, that overview reminds me that this issue will hit me again with
other modules.

I uploaded a new version now that simply sets $VERSION to 1 on the
affected modules. I'll see if I am going to increment that in future or
not. There are automatic test reports appearing now and I thing it only
fits that all are fine so far except one submitted by one of your
systems, Andreas;-) I have no idea why one of the tests ends
after 4 of 7 sub-tests … I got the feeling that I need to add more
debugging output …

A couple of hours ago, I used CPAN::Uploader to upload a new distribution.
I used the same software an hour before to upload v0.01, this attempt was
v0.02. This was my first experience with the software.

At the end of the email, it states to forward it along to modules@, so
that's what I'm doing.

Can you please advise if this eventually will be indexed, or whether I'll
have to bump the ver and try again?

Not that I'm aware of.  "About PAUSE" says nothing about it.

I believe that implicit in an upload is intent to distribute, so I think
it's legal for us to mirror.  License is about use, not just copying and we
don't require an open source license.

Nor do I think we ought to get into the business of deciding what is/isn't
a valid license.

The latest version of Authen::CAS::Client has switched to a LICENSE file of:

This is certainly not going to pass corporate compliance departments, as
a few of us are currently trying to explain to the author on a bug, but it
also makes me wonder:

Do we have a restriction officially stated anywhere of "software you're
allowed to upload to us, that we then have rights to distribute" ?

In the Nagios::Plugin case the issue was who had the copyright; in this
case the issue is that the copyright holder isn't granting enough via the
license, but I'm wondering whether (a) we need to do anything about this
(b) even if we don't *legally* need to, do we have a policy that we can
quote to try and get the author to pick a license that people can use?
