Is there a recommended way of disabling the SWDist agent? Is there a way to do
this via Client Policy from the server? Or is the only way to do it by running
something like this below command on the local computer?

If you're talking about the Setup Windows and Configuration Manager step, there
is more happening than just the client installation. This step includes the
Windows Setup portion where the unattend.xml Specialize/OOBE magic happens
(including domain join, etc.).
As far as the client
in a LAB, yes you can run ADFS on your DC. it will install and it will
function.
But, PLEASE don’t do that in prod.

Guys I'm trying to figure out a SSRS report in SCCM 2012 R2 to allow me to
gather a list of browsers, versions, plug-ins and browser history from each PC.

I agree with Chris that browser history in a report is not a good idea.
You can get the browsers installed by using the Asset Intelligence report
Software 02D - Computers with a Specific Software Installed.
If you want to do something custom, I am using the query below to create a
report that

What's your question though? As Phil pointed out, it's not just installing the
ConfigMgr client agent, it's also running Windows setup during this task.
Neither is optional, both take some time to complete, and there's really no way
to increase their speed expect by increase the specifications

I upgraded a bunch of servers to 2012 R2 last week and tried to manually get
that update and it kept getting stuck downloading. Only after mentioning that
to a teammate who said why aren't you just using CM? did I get a clue to use
CM and get patched right up. Downloads just fine from my DPs,
