Tonight I put a volt meter on the headlight plug. White wire was about 9
volts with nothing at the blue, which is meant to be at 12 when going high
beam. Tried switching both hand controls, left and right. I even tried
another whole gauge cluster. No different. Where does the head light get
it’s power?

Yo kiwi,  you check ground at headlight plug for continuity to ground? And
do you have any voltage at plug for headlight? Voltage coming from high/low
switch? And as someone already suggested,  starter button can kill
headlight . Glad to hear tail light issue was a fuse, wouldn't want to mess
with that scary black box on back inner fender either. Be glad to help if I

I always throw the multimeter on parts I swap out just so I can know
exactly how they're failing. A lot of these old parts can be cleaned up and
rebuilt without replacing too.

Good! Just trying to think of stuff I sometimes overlook. So are you getting 
good voltage at high/low beam switch? That and the starter switch seem to be 
exposed to the elements the most, and see the most mechanical use. You could 
also hot wire it at the switch and see if that does anything.

Did you make sure all those replacement parts are functional? They’re probably 
all old as stone - you could easily have two bad ones there. Also, are you 
using contact cleaner?

The right hand control, specifically the starter button, can cut out the
headlight too. Make sure the button isn't sticking.
