Maybe define your own chapter command and use a vbox.
Look at this example from the wiki:

\vss

Or change the setup of unnumbered chapter titles...
Add a forced blank before there.

I've filed a bug against Renjin's SVG exporter.
Any guidance on how to fix this is greatly appreciated.
