It's not clear to me whether you are using the xul or web client, but when
updating holds to SMS notifications, you need to provide the *text carrie*r
as well as the *text number*. Evergreen won't accept the text number unless
there is a carrier selected.

select the little checkbox in front of SMS number box? It needs to be
selected for the field to be edited.
