Do we have guidelines for what can/should qualify as an exception?
I see some exception requests and I would like to understand what
criteria they should meet in order to qualify as an exception.

Salvatore sent an email to the list [1] which perfectly describes the
types of things we'll allow exceptions for. To be honest, we're
already 4x oversubscribed for Juno-3 [2] as it is, and it's unlikely
even 2/3 of the existing approved BPs will land code. That's one
reason it's hard for me to think of approving existing ones,
especially considering how close we are to feature freeze and the end
of Juno [3].

It's hard to say guaranteed for Kilo at this point. The best I can
say is that once we open up the neutron-specs repository for Kilo, we
start the process of adding them there. One other thing I can propose
is that we allocate 10 minutes each week at the Neutron meeting to
allow people to propose new ideas. This would let people socialize
their ideas with the broader Neutron team. We could likely accommodate
one or two per week. If people think this would be helpful, we can try
this.

I have another email on this subject, but I'll send it separately to
attract more attention.
