After you've kicked them out already you can also do an alter system enable
restricted session. (no need to shut it down if for instance batch jobs are
already running)
This will allow anybody with restricted session privileges to connect to

Someone came up to me today with a list of 17 NLS parameters and wanted to
know what the settings were on our clients.
I have been able to find some of the parameters in the v$nls_parameters
view and asssume that these are client/session related since they change
with alter session
