Interesting! Your analysis suggests PSN is not so much a network rather a dated way to gateway third party networks based on a model of each network using incompatible protocols a la 1980s. Using IP should have removed the need for that. So your solution may well be the correct one. Do away with

1/ HMG should renumber their networks by going to v6. By far simplest and I expect lowest cost solution if you take this in the round. 2/ v4 legacy apps and services / networks can be tunnelled and gatewayed. 3/ The HMG IP net management are examples of true dark nets. Does that make dark nets
