You have too many variables in the process to make a good assessment.
I think you need to debug this in a structural way:
Start with the tiniest possible use case (e.g. download an .osm file and
convert that into .obf) ans slowly increase your test set, until you hit
the problem.

Does it make sense? Even if it would, changes in code could be needed to

Or if you can't create maps as Nick has described, OsmAnd releases updated
maps every month on the first week of the month. There you would get
updated Colombia map. OR you can subscribe to the paid service "OsmAnd
Live" and get map updates daily.

AFAIK, OsmAnd does not use multiple cores for rendering yet (but the
rewrite should be under way).
OsmAnd can run on devices with 1GB of RAM, but switching to any other app
(or even taking a photo note from inside OsmAnd) may push OsmAnd out of
memory, thus switching back is slow as if you star

The machine is a Linux box having 8GB of memory and the same amount of
swap. The hard drive is an almost-empty 250GB disk. The command run is:

I've not measured it directly but "enough" is the answer in my case. My
phone will easily last all day with the screen dimmed and occasional wake
ups, but only about 4 hours on full brightness. I have a battery usage
monitor and it shows screen display is using most of the battery.
