The geom file is a simple text file with key value pairs which are
interpreted by OTB and the OSSIM library which is used internally by OTB
notably to read/write some metadata info.
Don't think that there is existing tool which allow to automatically make
the geom file read by Envi.

the way that the confidence map is computed depends on the classifier used
as input. It can be sum of votes for Boosting, the distance to margin for
SVM...For some algorithm it is not possible to compute such confidence map.
