Hello Jake, It is expected to have only the httpd.admin and packetfence-config start after a fresh install. With the admin start the server should listen on 1443 tho. To be certain could you do: netstat -nlp | grep 1443 and also make sure iptables is disable. If this is a centos7, systemctl st
