Brewing storms always get me and the figure adds, of course.

We had TWO tornados in the city today -- none too near to me, happily 
but really, Tornados in NYC... ?? what next?

For me, the new one has much more drama and suits the title better.
The 1st one doesn't suggest imminent storm to me, but rather just
overcast.

didn't look at the original (since i saw you'd posted re-do), but i do like 
this shot; the light values and varying contrasts balance nicely for me; i 
think a print would be a good way to view it, though it looks challenging to print

Question though, why use the less exposed version rather than just dialing down 
the original?  Was the sky blown out?

Interesting and unconventional shot - I like both but this second one 
more. The darker skies in the upper left somewhate balance the dark 
patch of trees in the lower right, and there is less of a sense of being 
pulled out of the frame. But the tension and brooding implicit in the 
off balanced composition is still there.
