Assuming your PC and printer are on the same network, Windows and Linux
should be able to find it fairly simply.
What distro and version are you using? Include a link to the instructions
you're confused by and I'll try help.

Did you try to power off the printer, remove the plug from the wall, wait
1 minute, then plug in the printer and turn it back on? I have a different
hp model, but that works for me. My printer, hp 9020, complains
vociferously if I just unplug it and plug it in - it wants to be turned off
first
I need to change the cartridges from a hp 7865 but the print head will not

My printer seems to get clogged up and the self cleaning doesn't seem to
help. In frustration I soaked just the slot the ink comes out of in water
to break up anything and that fixed it for like two days but now it is not
printing cleanly again. Any suggestions?

Not an expert, but are the printer heads cleaned? -- Some printers have an
option for "self clean" option, not sure how much that would help. May have
to go inside the printer it to clean the heads if you are experiencing
lines or odd artifact.

Considering how dry it is here in Aridzona, unless you do a lot of printing
or print several times a week, I'd go for a laser printer. I've had too
many of those ink cartridges dry up before I can print enough to make them
useful.

Sounds like they’re just going to make you jump through hoops every time you
want to print something with what they regard as an “unauthorized” ink product,
instead of just blocking you entirely.
I’d expect a popup to appear every time you print something that says your
printer is using an u
