[This business of what bit rate is available seems rather odd. I've just looked at what seems to be available for HLS and DASH for Radio 3, using the BBC's AOD availability link and then the mediaselector links given: The DASH stream has two "Adaption Sets" - one giving a min/max of 128/320 kbp

This business of what bit rate is available seems rather odd. On Radio 3 and Radio 4 (the only two I have looked at) the BBC iPlayer flash client indicates that the stream is 320 kbps, HDS from the limelight server. That usually (but not always) tallies with the bandwidth I measure with a utility
