Unfortunately I do not have a TV. I downgraded to 8.1 and 8.0 with no
luck and then reverted to 7.0 and Jivelite is back so I guess I'm stuck
there.
Thank you for your guidance wish I could help troubleshoot this more so
that others don't run into same issue.
Can you take the RPi to a TV with regular HDMI to see if it works there
?

I tried safe mode on both HDMI ports. It didn't work. I saw boot up
sequence in blurry low rez but no jivelite.
Is it an incompatibility with my monitor? It's an Acer AL2216 running
1650x1024 on a DVI cable and HDMI adapter.
HDMI changes made in the kernel and by raspberry pi as things evolve,
make old procedures not work. The RPI4 is pretty picky when it comes to
old HDMI stuff.

HDMI ?
If yes then you might have to edit some stuff on pCP.
There is a post here about it (but I dont have a link to hand).
I expect it is somewhere n the pCP documentation site as well.
