HDMI changes made in the kernel and by raspberry pi as things evolve, make old procedures not work. The RPI4 is pretty picky when it comes to old HDMI stuff. Here are all of the video related config.txt settings.

I have the same issue. It always says CustomClock (Reinstall) Once reinstalled, I save the settings and then reboot. After reboot still shows CustomClock(Reinstall) Also, it is unclear from this thread, do I need to install manually? Or use the builtin plugin installer?
