Japan has very few pool servers, but in Japan we have the public NICT time
server at ntp.nict.jp available in both ipv4 and ipv6, which allows
querying the Japan Standard Time (atomic clock used by JIS) making it a
public stratum 1 server, mostly useful for people based in Japan.

NTP coverage in Iceland is important to increase time accuracy as
otherwise the respones would have to travel through long submarine
cables to reach any other country. Some effort is needed to provide
stratum 1 servers for the public or opening up non-public stratum 1
servers. Let's see how
