Here is a bit more on this:
I made a fresh install of 3.9, followed by just pkg_add hylafax. The
behaviour is the same, at faxsetup / faxaddmodem flow control scheme
it gets stuck.
I also used another - also serial - modem type; it shows the identical
behaviour.
minicom sees the modem working
