uploaded their own tarball at github (auto-generated one didn't include
submodules, so failed to compile, I can't work with multiple DISTFILES).

Two new ports: py-spdx is a database of licenses and py-spdx-lookup is
the tool to query it.
I put NO_TEST = Yes in py-spdx-lookup because even if there is no test
in the pypi tgz, it tries to install py-spdx but it feels weird to add
a tdep when there's no test.
