Yes you are correct that the encryption fll needs the 71 runtimes. I have
those in the exe directory on this machine. Are you saying you have a
problem of runtimes and the FLL not working as well. I am sure the runtimes
are SP2 and even the exe says so as I have version in the help. And

Other quick way to fix Outlook sometimes is to install Thunderbird and have it
convert Outlook stuff. Sometimes that fixes really screwed Outlook files.

I would try preloading the cursor with the fields as you wish them to be.
1. Do a CREATE CURSOR XMLDATA (.field specs)
2. Change 3rd parameter to 8192+512
That should free XMLTOCURSOR from trying to guess the field types and sizes.
