I relatively new to Protel use, but I've been noticing something
related to this discussion. When I have a via that is used to connect a top
layer signal to a mid layer signal, I drop the via down and Protel makes the
connection, but there is no pad around the plated through

What did you do before the message?
I got that same message when I tried to open two design databases in
the same Protel window (99SE SP5). I think the second DDB was corrupted, but
regardless, I had to go use a back-up copy that I had. Periodically, I will
