If you make the Electrical Grid 'Range' smaller (in Board Options) you may
be able to snap to the center of the pad and not the underlying polygon
tracks.

The problem the user was having is probably related to a bug that existed 
prior to SP5 or SP6, I forget which. The reference coordinate for large 
blocks would jump to a corner of the block extents. The workaround at that 
time was to place a pad with lower x and lower y coordinates (or higher 
ditto), and include the pad in the block. But not just any pad. We needed 
the pad to be of a size that would keep its *corner*, which would become 
the new reference point, on-grid. A 200 mil pad would keep the corner on 
100 mil grid.

After Looking closer at the issue, I realized I have polygon fills in the
selection that cross the center of all the component pads.  When clicking on
the center of a pad I was not selecting the pad but the polygon fill, thus
my anchor point was the polygon fill.  If I use a via placed in the polygon
fill I was able to move on grid.  I appear that a polygon fill has selection
priority over a component pad.

Place a pad (on grid) outside of your set of components and select it also. 
Then this pad will be on one of the four corners of the movin box and you

Kirk, what ServicePack version are you running?  If I recall correctly,
there was a feature/bug whereby the anchor/reference point for moving
selections was the BL corner of the selection box - and this was not
negotiable, nor on any particular grid.

I think this was rectified in SP5, but definitely SP6.  As Thomas mentioned,
when you Move | Selection, it should ask you for a reference point.  When
you select pin1, it may sometimes be beneficial to have SnapToCenter enabled
( Tools | Preferences | Options)

sometimes I reckon the amounts first and point in space somewhere for
the ref point and make the move
you can also use a transparent Jump to location and type in the second
point
