It's not a bug in Windows or Protel -- it's simply a design decision someone
at Protel made.  There are times when it's useful to run multiple copies of
Protel, so it's good that they allow that.  Since you can use drag-n-drop
from Explorer to open a file in an existing instance, it's not unreasonable
that double-clicking creates a new instance.  Anyway, the File MRU list has
what I need 90% of the time.

Correct, I can use File->Open, but since I often have many projects on the
go, in different folders, this is a pain.
The Drag and Drop onto the Task Bar is a solution that I hadn't thought
of...it works fine (or well enough for my purposes).

unnecessarily cumbersome, one must navigate to the file in question, it is 
not always as simple as File/Open.

If one already has an icon for the file visible, either through Explorer or 
though some other means that supports drag-and-drop, it is a convenience to 
be able to directly add the ddb to one's session without having to figure 
out the path, etc. Perhaps the file arrived as a e-mail attachment and one 
does not necessarily intend to move it into one's design file structure 
(where, presumably, File/Open would already be, more or less, pointing by 
default).

To open a second DDB, just do the File->Open... from the pulldown menus. I am
currently working a two-board design so I always have two databases open
simultaneously.

A recent thread has reminded me of a long standing irritation with Protel:

I currently use 99SE SP6.
If I use Explorer to open a ddb (by double clicking), Protel starts and the
ddb is loaded, as expected. However, if I the double click on another ddb,
another copy of Protel starts, with the new ddb opened.
Is it possible to make Protel just load the second ddb into the first
session?
