I know your pain, I started off life as a designer, then a
layout engineer
I use IPC-SM-782 (Surface Mount Design and Land Pattern Standard) from www.ipc.org. I
am not a member but can but publications from them at non-member prices. IPC-SM-782
does not have all IC footprints but has many standard parts.
Another resource (for IC footprints) is Philips Integrated

The spec for surface mount footprints is IPC-782A with amendments 1 and
2. Since you are in Government, you probably have a copy available in your
command library. If not, standards are for sale through www.ipc.org
