Hi Yeah That would be your problem with Hi Sierra. This actually happened to me
a few weeks back. I upgraded to hi sierra and was running protools 12.61. This
import problem occurred. I upgraded to 12.82 and import problem was resolved.

I recently started working on a session in which I want to import an audio file.
But when I press CMD-Shift-I to bring up the import audio dialog, the following
message appears:

Hi again: it seems that my import issue is related to the external drive. It's
a Firewire 800 drive (2TB), with two partitions. One partition is formatted for
the Mac, and has Yosemite on it, and the other partition is XFFat so I can use
it with both the Mac and Windows. Its the XFFat partition
PT manual says that drives for use with PT should be FW and formatted in the
mac HFS format. So this may be your issue. It seems to be more picky about the
file system than whether the drive is USB or FW though inoticed as i been using
WUSB drives with no issues.
