[Pulp-dev] Changes to pulp’s directory structure

As part of https://pulp.plan.io/issues/4101, the pulp repository[0] will be restructured so that the source code will be in the pulpcore/ subdirectory instead of in pulpcore/pulpcore/. Unless anyone objects, I hope to do this at the end of this week. If you have any changes, open PRs, etc, I
