The QGIS diagrams have been improved and bugs corrected in QGIS master
(aka soon to be released QGIS 2.0).
I would recommend to use QGIS 2.0 over 1.8 when working with diagrams.
I remember there was a printing bug in QGIS 1.8 similar to what you
describe.

I can confirm this issue. The min/max scales are set but disabled because the
checkbox is turned off.
It is a migration issue of old projects.

What server is the WMS? Many servers support the DPI parameter nowadays
(not in the OGC standard - but most servers implement them). I know that
both UMN Mapserver and QGIS server support the DPI parameter.
Would be nice if the QGIS WMS client would support it as well - esp.

* database views or a system of triggers that maintains a concatenated
list of owners
* a custom form with an init python script that queries the owners with
python and a db-connection and fills in the owners

I still don't understand what is missing for you?
QGIS Server is a WMS and WFS server. OpenLayers can consume WMS and WFS.
What are you missing? Everything is there for you to integrate. There is
even a plugin (QTiles) than can export tile structures so you don't need
to install
