[Ql-Users] QUANTA Magazine Error.

2011-03-22 Thread John Gilpin
As an example of my email earlier, I am grateful to Dilwyn Jones (all of
them!) for bring my attention to John Taylor's observation of the
unfortunate error which occurred in the March edition of the QUANTA
Magazine Volume 28 Issue 2 where the account's Income and Expenditure
account has been duplicated on pages 35 and 36. Sarah, who has taken on
the editing of the Magazine following my resignation as Acting Editor -
a post held for about 6 years, hoping that a person would volunteer to
take on this very exacting role - literally jumped into the deep end
early in February and (with a little assistance) produced a very
creditable issue, only to find that she had so much material left to
publish - including all the AGM reports etc - with very little time to
prepare it all. It is regrettable, although not altogether unexpected,
that a mistake in some form would occur as a result of the shortage of
time and Sarah's inexperience as an editor. Please accept our sincere
apologies for this error.

There is very little we can do to correct this error in time for the AGM
except that the eMag versions have now been corrected (which has delayed
their despatching to those members who have opted to take their Magazine
in this format). Extra copies of these documents will be made available
at the AGM for those wishing to peruse them before the meeting.

I am not surprised that it was the previous Treasurer (John Taylor) who
spotted this error but I need to point out that without Dilwyn seeing
John's observation and bringing it to my direct attention that I became
aware of the error. The QUANTA Magazine is generally proof-read by a
number of people before printing (including All the Dilwyns) but on this
occasion the shortage of time and other commitments of the others
prevented this from happening.

Having corrected the eMag versions, they will be despatched later this
afternoon

Thanks for your understanding and again our sincere apology for the error,

Sarah and John Gilpin

QUANTA Hon. Chairman and Treasurer.

request to members, for example?

There is more of an issue here - as one of the resolutions will be to
approve the accounts, the balance sheet HAS to be circulated to members
before the AGM - it will need to be posted unfortunately, to those
members who normally receive a postal copy of the magazine - otherwise
their proxy votes could not count on approval of the accounts, as they
will have voted to approve something they have not seen.

I agree. But there is something else as well.

The proxy form, which I will have to use because I can't attend the meeting
unfortunately, has no boxes for votes against electing the Committee members.
Is this deliberate? Luckily there are boxes for votes FOR.

More alarmingly, there are no boxes at all for Resolutions 6 and 7. As for
resolution 6 how can one decide whether to vote for or against if there is no
amount set for the new Subscription Rate?

I would hope that at least the suggested new rate could be e-mailed to all of
us on this list. If is the rate suggested by the Treasurer then it is in the
magazine. If not, what is it?

I can't comment, as I have not yet received a copy of the Quanta
magazine / proxy form, to know what the wording is for resolutions 6 and 7.

There does not have to be a need to vote against a committee member's
election - you don't get the chance in a local / national election after
all !!

You just vote for the people you want on the committee, and if there are
10 nominees and 5 places, then the 5 with the most votes get the places...

I am looking at the Proxy Form for AstraZeneca PLC.This has, as resolution 5,
the election or re-election of 11 directors for which there are 11 places.
There are three boxes for each candidate. The first is labelled For, the second
Against and the third Vote Withheld. The same should hold for QUANTA!

The whole point about elections is that the members can express their opinion.
In extreme cases it can happen that a candidate is not elected because there
are more votes Against than For. After all that is what democracy is supposed
to be about.

I do tend to agree with this point, as it does allow for the dismissal
of directors - however, the constitution is silent, and this should form
part of the discussion about the constitution at the AGM.

Wouldn't it be nice if you could vote against MPs in a national election?

Clause 8.13 of the QUANTA Constitution says

To elect members of the Committee.

That is quite sufficient to imply that members can vote for, against or abstain.

Wouldn't it be nice if you could vote against MPs in a national election?

In Scotland in some cases you can't even vote for a particular candidate. All
you can do is vote for a political party.

One part of the proposed coalition's electoral reforms is for constituents
to have the power to petition to boot out their MP's.

Mind you Quanta made a prize boob in the 2006 printed version of the
constitution. Clause 5.3 had some words missing which meant that when an
officer was elected to the committee, he or she was elected for life.

And guess which anti-Quanta individual spotted this and pointed it out to
the committee,

Best Wishes,

Geoff
