950 Won't Boot

Hi, I've got an apple performa plus monitor that works reasonabley for about 5 minutes but then the image degenerates until it's unusable. Everything goes gradually out of focus. Adjusting the brightness and the contrast can keep things readable for a little longer but not much longer. Does
