I had a similar issue with my T480S.
I'm not currently using sys-usb at the moment.
The laptop would still freeze for about 30 seconds after resuming from sleep.
After installing the latest Updates and Kernel in dom0 today, the issue is gone
for me. Maybe it'll help with your issue too.

What do you mean by that? Are you unloading a kernel module before suspending
or the PCI controller? Which module is this?
The sys-usb still freezes on resume, so for the time being I have to manually
kill and star
