After poking around a bit, i discovered, that it actually boots just fine from
an already installed system, but if you install a new one over liveusb, it
doesnt boot.

programs are only available in windows like our ERP/CRM.
After some testing windows was running ok under Qubes 3.2, but I haven't
found any information regarding Qubes 4.x and Windows 7.

I found news about xen vulnarabilities and looked if I can update dom0, but
there are no updates at the time. Maybe, it has already been fixed (I did
not look at it in detail), but I guess there is no fix in the Qubes-OS
distribution at the moment.
