You are attaching the saddle to the eyelet loops on the saddle top, right? Not on the rails below the springs, right. The springs shouldn't interfere with bag installation to do this. Curl the tips of the straps with your fingers and they will arc through the saddle eyelets , avoiding springs.

Michael, thanks for the tips but I think I'm already doing all that. I think the issue is that the springs themselves take up about 2-3 inches of real estate so a saddle bag can't tuck up under the seat. The net effect is the whole bag hangs lower and further aft and rubs on the rear tire.
