I'd suggest (because it's the system I use), a boiled wool sweater coupled with an outer shell as needed (three coats in two!). Ventile single layer is great for winter, any activity level, but any breathing cotton shell works also. Or that Gortex stuff, if you're not too active. Sweaters here

I forgot to add that the temperature range of the wool/ventile system is 60˚F down to lower than -20˚F (when moving), regardless of precipitation. Too hot? remove either the shell or the wool and carry on. (or both!).
