Never measured the 27s and the bike they were on was stolen a few years back unfortunately. I'll have to check the 40s and get back to you. I've only very briefly ridden soma shikoros. They were nice too, though I have to say i didn't like them as much. They were on wildly different bikes though

I'd just go for STI personally. Rode with downtube shifters for a long time and they work well, but the ease of use of STI shifters is hard to beat. I never loved shifting from bar ends personally. You can find older SRAM 10 speed stuff pretty cheap, and it's all compatible with their
