RE: kickstand convenience... I went on an organized ride recently. Of the
60 or so bikes, mine was the only one with a kickstand. I'd stand 'er up
right in the middle of all the leaning/laying bikes. I think someone
commented at each of the 4 checkpoints and at the start/finish.

From your picture it looks like it's the head of the bolt that is rubbing.
That's tricky to notch. An Allen head bolt will be smaller in diameter
but a hair taller in stack height. That might clear it with no notching

Take a file to the kickstand top plate... make a notch just deep enough. I

I had a similar issue with the double kickstand mounted using the black
plastic pieces on my 56 Rambouillet. What I did was make sure that the bolt
head was rotated so that the cable wasn't rubbing on it. I can post a pic
when I get home from work.

paint missing under it. Maybe try to put some kind of rubber on the frame
