Hi Rob, Hard to tell from the photo - but sounds like you're pretty sure it's rust? JPW's Framesaver is good stuff, and a lot of LBSs in Seattle carry it. I know Recycled Cycles used to, and likely still does. I think RBW uses Boeshield, and that's what I typically use (for chains also.) Around
