Personally I think shellac is definitely the way to go with Newbaums. I
prefer the feel of more rather than less when it comes to coats.
The other advantage is that it definitely keeps the tape looking cleaner

The feel changes
I agree with Seth. I don't feel like shellac over cloth feels crusty at
all. Especially with multiple coats. Then it just has a great smooth feel
which I really like.
If you take the tape off after shellacking you'll notice that only half of
the tape gets covered because of the way the tape overla
If you do a single coat it is crusty and flakes
If you do multiple coats (3+) it is hard and smooth but cushy. You'd have
to do some odd things to make it flake off then.
You can remove it like any other tape - but you can't really reuse it (like
most tape, shellaced or not)

I don't think of 25 mm tires as fat. And I only think of 35 mm tires as
fat when I'm comparing them to 25 mm tires. For my riding, tires start at
40-50 mm and go up from there. I have ridden 25 mm tires considerable
distances on gravel, but I certainly didn't think it was an optimal
situation.
