I tried the plastic sleeves on my long-ago Romulus, too, with similar results. I ended up leaving it as bare wires in grooves, and tried not to do weird shifts which put too much slack in the cable. All the other "fixes" seemed like trying to solve a problem that wasn't really a problem. --

I've been bitten by this as well. I tried lots of things, including teflon tubing which would eventually just ride up the bottom bracket until it was no longer helping. Annoying. Eventually I gave up and ground off the grooves so I could install an actual cable guide. Best, William On
