I have 38mm Voyageur Hypers on two sets of wheels on my Quickbeam, and I like them. I like my Compass and RocknRoads better on other bikes (the RnRs do squeak through the QB chainstays), but the Voyageurs seem fine for commuting. 38mm tires seem like the sweet spot with fenders. You might try

Garth, Bombadils are one of my faves too - even though I don’t own one. When I discovered Rivendell it was the model that had a lot of appeal for me. Loved the name, the head badge, the top tube lug and it’s stoutness. For some time they had an unpainted prototype for sale that was a bargain.

Yes, I would agree that somebody stripped the derailleur hanger, then a Wheels Manufacturing "Dropout Saver" was installed to fix it: https://wheelsmfg.com/catalogsearch/result/?q=dropout+saver The simplest solution would be to use the derailleur high limit screw to lock out the smallest cog.
