I don't think there's much to be done about stuffing bigger tires into a
frame designed for 700c wheels and short-reach brakes. The trick is to
reduce the diameter of the wheel and add longer brakes, hence the 650b
conversion trend Grant started.

To echo what jim and joe said and hopefully add a bit more clarity:
Tire/Fender clearance is determined primarily by the frame, not only in how
much room there is around the wheel but also in the distance between the
brake hole and the braking surface of the rim, which is called brake
reach.

I owned a first generation Riv...Road, Waterford built. It was a 59.5. I
could run the Pasela 35 but, these bikes were built when the actual tire
size was quite a bit less than the label stated. The old 35 Paselas
measured about 31~32. It fit the frame and was the limit, without fenders.

Unlike the Ram this bike was designed around the short reach brakes that were
the usual thing back then. Tektro does make short reach brakes, which may have
slightly more vertical clearance. But even then, you don't
