To echo what jim and joe said and hopefully add a bit more clarity: Tire/Fender clearance is determined primarily by the frame, not only in how much room there is around the wheel but also in the distance between the brake hole and the braking surface of the rim, which is called brake reach.

I just read the Riv Reader (thanks!) and answered my own question. Queue epic tension building music. In a world ruled by engineers, who decides if the size of the tire is based on the rim or the outer diameter of the tire? No one. Such things do not matter to engineers and they rule the world.

Tim, I owned a first generation Riv...Road, Waterford built. It was a 59.5. I could run the Pasela 35 but, these bikes were built when the actual tire size was quite a bit less than the label stated. The old 35 Paselas measured about 31~32. It fit the frame and was the limit, without fenders.
